No Not at all, a PR (page rank) can be assigned through a bunch of unrelated back links but where they will not help you to get top SERP (search engine result page) on Google. May be you get confused here like you will say my competitor has a PR 4 and mine PR 3 and that’s why he is beating me. But it doesn’t mean that he beats you on PR but may be they have more back links than you which would be related and quality links. Where those quality back links creates PR for the site and as well as helps them in SERP.
Also some time you have more back links to your site than the others but you still not getting top SERP. It’s because your back links are not relevant and quality and assigns only PR (page rank). Let me explain it more, e.g. you have two web sites “A” and “B”. Site “A” has some quality back links which assign a PR 3 and site “B” has a lot of unrelated and low quality links which assign PR 5. I am sure site “A” will be come up on top SERP while “B” would be very far or may be no where. The fact over here is that PR can be assigned through both the quality or non-quality back links and itself it has no direct effect on your SERP. You can get top SERP if you have quality and relevant back links otherwise low and irrelevant back links only can assigns PR and where that PR (which you get through these low quality and irrelevant back links) doesn’t help you to get top SERP, that’s it.
So PR can be assigned through both the quality or non-quality back links. The more back links your site has the more PR would your site get. The more quality links your site has the more chances your site would get to come up in top SERP. PR needs quantity not quality and relevancy. Also make sure, not every back link gives your site the same LJ (link juice). The more PR the link has the more link juice your site will get.
Be very careful to concentrate on quality not quantity/irrelevant back links if you want to get top ranking on Google.
